Lance Willard is the City Manager in Columbiana, Ohio--the town Reader's digest called the "Nicest Place in America" in 2019. He has overseen the 6,900 residents of Columbiana and eight city departments, including finance, electric, drinking water, wastewater, streets, EMS, Fire, and Police, since 2013. Before becoming City Manager, Mr. Willard was the Superintendent at the City of Columbiana's Class III Wastewater Treatment Plant for 12 years and a Wastewater III Operator at the City of Newton Falls.

Mr. Willard holds a Doctorate in Organizational Leadership from Argosy University and a Masters and Bachelors of Science in Biology from Youngstown State University. He maintains his Class 4 wastewater and Class 3 drinking water operator licenses.
