Jean Holloway began work for SERCAP in May of 2016 as State Manager for Delaware and Maryland’s Eastern Shore. She stepped back in June 2021 to a TAP position, but then returned to a State Manager position when the new Maryland office was established in March 2022. Prior to SERCAP she worked for Delaware Rural Water and served as Training Manager for the Environmental Finance Center at the University of Maryland, College Park.

She has worked as a Circuit Rider Town Manager and Town Administrator for a number of small towns on Maryland’s lower Eastern Shore and as Program/Training Specialist and CEO for Maryland Rural Water Association. She has been affiliated with a number of environmental and training organizations, including the National Environmental Services Center at West Virginia University, the Public Water Systems Technical Assistance Center (SPWSTAC) at PennState – Harrisburg, the University of Maryland’s Academy for Excellence in Local Governance and Delaware Technical and Community College in Georgetown, Delaware, where she is currently a member of the adjunct faculty.

She received the “Women In Water” award from the Delaware SRF program in 2016 and the “Outstanding Mentor” award from RCAP in 2019. She earned a Bachelor’s degree in Political Science from the former Western Maryland College, now McDaniel College, in Westminster, Maryland. She is a Licensed Water Supply Operator in the State of Delaware, an ASSE-certified Cross Connection Administrator, and a Certified Utility Manager.
