Glenn Barnes joined RCAP part-time in 2020 and serves as the organization’s subject matter expert on drinking water and wastewater finance and management. For the past 16 years, Glenn has led workshops and webinars and worked directly with drinking water systems on a range of topics including rate setting, financial health, data driven decision making, long-term planning, workforce issues, and effective customer communication. Glenn has also provided subject matter expertise to several leading drinking water organizations. In addition to his role at RCAP, Glenn serves as director of Water Finance Assistance.
